Whenever you play an Elf.
Increase damage by 1. If an Elf is removed from board decrease damage and cooldown by 1.

Reduce damage by 1.

This is more consistent and creates a better action, reaction gameplay.

That would be far too strong if left unanswered and would snowball far too hard for a bronze. If it were a gold ability it would be ok.
 
A 4 provisions bronze engine doing potentially 2 damage (even if it's for every 2 turns) is a bit too much. Plus she is not going to get her value back, because she will get easily removed by most decks. There are more expensive gold engines like Pavko Gale, Treant Boar and Saskia which do what you've suggested. You don't see them very often, because guess what? They are removed after 1-2 turns before getting any value. Scoia isn't missing removal or buffing card tools though. It's lacking of unique card abilities.

Anyway, I think she is fine right now for a cheap 4p bronze.

You're kidding, right? Even for a gold it's overpowered, very much overpowered.
If it were a gold ability and had higher provision costs, it would be ok. For example if it were 10 provisions, you would need about 4 turns to break even. That would still be exremly strong, but you would have to fully commit to it and it would be worth to interrupt being a high provision gold card.
 
Yes, pretty similar to Sihil, but at the same time completly different as it isn't an artifact. The main problem with Sihil is/was that you need artifact removal or a lot of boosting to counter it.
In this case, not only would the player using the card need more setup (including dedicating his deck to the goal), the enemy has a lot more options to counter it. Movement, locks, destroying the card, destroying the other elves.
