Why this effects activate also when the player pass the turn? If the player pass there isn t the turn...

Some cards say "at the end of your turn". Others like weather effects say "at the start of yout opponent turn".

When a player passes, his/her turn actually ends along with his round. So, turn end effects/abilities trigger.

Nope, because:
1. Opponent passes > ability activates
2. You play a card
3. Turn returns to the opponent > ability activates
4. You pass
