Engeneering vs non-engeneering perks for tech weapons

Tech weapons scales off the Engeneering skill right. But does a tech rifle get affected by non-tech perks that relate to rifles in general, like those from the relevant reflex skill-tree?

Hey just found this now! i was looking for answer while making a video. But i can confirm that yes tech rifles do get affected by any rifle perk. I came to this conclusion because while using a tech rifle you actually gain xp for both engineering and assault categories.

At first i was a little skeptical, but im certain reflex relevant skills apply to tech rifles...
