Enhanced Tawny Owl

Hey,
Can anyone tell me where I find the enhanced tawny owl recipe? Been searching for 2 hours and no luck.

I'm pretty sure that the non-human Herbalist in the city of Novigrad sells it. He's towards the south central area of the city and he sells a ton of alchemy diagrams.

If you're trying to find it in a chest somewhere, it may be a random drop. I've heard mixed ideas about the drops - some say they're random and others say they're not. I have found the same diagrams as a friend in the same spots that they did, so I'm not entirely sure that it's random, but people will tell you otherwise.

Some chests have a random loot table and some chest have a fixed loot table. You're also able to find the same recipe twice. The halfling in Novigrad might sell it. If you return to him once a week you will find different recipes.
