Yes, I found it yesterday for the first time ever, in Watson, just few hours into the new playthrough, no less.
Do you remember where? This quickhack is rarer than the legendary ones...

I just checked in a drop point, and no. I only have 1, the one I crafted.
Knowing that I am level 45 (without the perk to have a "little" more chance of having it with access point) and that I have already emptied the map quite a bit.
I think it was one of points of interest in Kabuki or southeastern part of Northside.
Thanks, since there is no legendary version, i suspect it's harder to get it if you missed it early on.
