Just chiming in to say I'm having this exact same bug. Cannot do any Delamain quests. Playing on PC, Hotfix 1.06. Please fix this when you can. Thank you.
Same, hadn't played the missions since 1.04, now on my 3rd character on patch 1.06 and having the same issue as the OP.

Hi.I was having the same problem:Tracking the cab's, scanned them but nothing happened.I found a solution for this i think it helps you.Follow the steps: 1.Open the journal. 2.Track an Epistrophy job(the location you choose depends by you) 3.Remember where the location is on the map. 4.Open again the journal and choose other job,other than you pick in the Epistrophy quest,and far away from it. 5.Go to a fast travel point.Fast travel to the nearest location nearby,where the cab must be.(If its not working,try travel around 2-3 times in different directions,far from the point where the cab is.) 6.If the normal Delamain call's you,dont press the button for pickup the call.Let the game automatically pickup the call. 7.When you find a cab it must start scanning it automatically.DONT use V's manual scan.
So track one of the Epi quests, remember the location on the map, select another quest one that's far away from the Epi quest. Go to a fast travel location and fast travel to locations close to the epi quest until delamain contacts me and then hope for the game to auto-scan the cab? Just making sure I've got it right. Will give it a shot.
I am having the same problem I decided to get around to doing them but I couldn't get any cabs to stop (I've done the quest many times on another char.) so familiar with what to do.so I decided to goto delamian HQ see if id maybe lost my scanner and guess what all doors are nonfunctional and no delamain or his likenesses are there the place is quite literally dead.

I wondered if it was related to the Human Nature quest bug.
As far as I'm aware you're not supposed to have access to the starter car until either a set number of hours have passed or you initiate the Delamain missions, however on the drokked saves, I had access to my car without waiting and before going to Delamain. I have no idea how that happened (I only found out while looking up the Delamain bug that I wasn't supposed to have access to the car at this point), but when rolling back the saves I thought it best to go to one without another bug present.
I'm gonna try the Delamain missions again tomorrow and see if that makes any difference.
You should get your car repaired within 48 hours, but the problem is that when Delamain crashes it and the quest starts, the car is still set as the default car, so if you press the car summon button it's gonna get summoned. That happened to me and as soon as I saw that I reloaded a save, got Jackies bike and set it as default, then waited for my car to get repaired and after I got it, that's when I visited Delamain for the first time.
I don't know if that's related to the problems, maybe it's not, but I always reload my save when a bug happens.
Yes, exactly.It worked for me.I am playing it on base PS4.When i got nearby the Delamain cab it starts scanning it automatically and then the obsessed Delamain calls me.And everything in the quest was back to normal and started working for me.Hope it works also for you.Waiting for your answer,so we can help other players stuck at this quest.
Gave it a couple of tries but unfortunately, this hasn't worked for me. Hoping this actually gets fixed soon.
Mine has been completely bugged since the start until I got to the final mission. Now they are all working at about 50 hours in. Not sure what fixed them as I did not go out of my way to figure it out.
Im stuck on dump site where Del let you go inside his car to talk to him, but once I get out and received a call from Del...for some reason, I could still answer his call but he acted like he never called me or hear me....mission could not be continued. It's my 3rd cab pick up, first one had an issue but all it took was to reload the checkpoint.
But the one in dump site (my 3rd one)...nothing fixed even if I reload back to first cab mission.
I'll still report this case but just putting it out on here as well.

I just completed this quest but after returning the scanner, the conversation is now stuck in a loop. I have the "What's life like in the human world" option, after a brief conversation I get the "You value beauty?", after a brief conversation it's back to the "what's it like" comment and round and round.
Hola yo soy de xbox one y tengo el mismo problema, primero me paso en Watson con el curro secundario "Voy por un coche: Din" y luego en Westbrook "Voy por un coche: North Oak", no puedo interactuar con los taxis trato de llamar a Delamain pero no contesta, me acerco a los taxis y nada.
