I submitted a refund request through steam since you put the game on sale and tricked me into purchasing it instead of fixing a bug thats been present for over a year.
to quote a random user i found struggling with this exact issue a year ago:
none of these fixes worked for me and I'm getting so mad. 116 hours played fine before Phantom Liberty and now I can't even launch the game.
the fixes listed effectively pretended that literally everyone having this crash to desktop at launch were at fault and not the fault of a poor patch.
What a joke. its NOT a user error or graphics driver issue its a you cant QA literally anything issue as developers.
also beware that cd project reds vomit inducing launcher tells steam that the game is running while youre trouble shooting as to try to block a refund via the 2 hour timer
