Fake Papers sidequest bug (spoiler).

So, I did this quest and apparently the shady merchants brother died, however when going back to the shady merchant I didn't tell him that his brother died and I just bought the pass off him...

But I don't get any pass in my inventory and I fail the quest. I guess the game saw that I failed and the dialogue didn't matter, seems like a bug... so, I am 100 (or 50 if you use your powers on him) off and no pass, and I can't get through the gate.

There is another quest in which you can get the pass, but I don't want to tell them about the Scoia'tael in the woods, but if you just say you saw nothing you also DON'T GET A PASS.

So how do I get through?

Kill the elves after refusing to give him your weapons and you go back tell him and get the pass. If someone has a bow turned on you why give up your only self defense?
