Few Suggestions

1.Have some factions within decks, for example:
Northern Realms Faction: Temeria, Redania, Adrien, Kadewen
Niffgard Faction: Empire, Rebellion (Vilgefortz, Leo, the Owl, etc)
Non-Human: Squirrel Tail, Verden (Saskia), non-human alliance (valley of flowers, mahakam, dryads)
Neutral Ground: Kovir, Novigrad, Skellige
Monster: Vampires, Wild Hunt, Cursed ones(normal monsters)

Each Faction has a leader, and though you can use any leaders/cards in your deck, faction leader can give bonus to its own faction cards

2.Neutral cards (like Geralt) will need something (like money token) to summon, in case all decks are full with neutral cards

3.Instead of having a minium card number (22 in game), give a hybird limit for card number and total socre points, so the low level cards (like PFI) have a place in the later games.

4.Special skills for characters, better linked with novel/game. For example, PFI members have only one strength score, but Bronibor (the commander of PFI in battle of brena) have the ability to raise all PFI members to 5 strength score (or any low strength cards)
