First question, as always, will be:
0.) Are you using mods, or have you ever used any in the past? <-- The vast majority of weird bugs will be caused by modding.
1.) Normally, for any stuck quest, the best bet is to reload the mission that led you to the borked location or character or whatever. Be sure to load far enough back that the quest in question does not yet appear in your mission log, then play up to that point again.
2.) Did you do anything abnormal during the quest? Skip steps, travel to a destination in a non-standard way (clipping through a wall or fence, leaping over a barrier, etc.)?
3.) Did you happen to complete another mission from River at the same time?

You completed his entire quest-line?
The last quest being "Following The River". So did you completed it?
If yes, there is no remaining quest with River in theory. As far as I'm aware of, to be able to use "stuff" in his "home" you must have a romance with him. So did you romance him?
Thanks guy's, so yes ive completed all quests from River, plus I romanced the dude. I figured it out, wait 24 hrs in game then he messages and says he's missing me! Ahhh, so I click on the quest called...'Come over to my house,' (ive prob. got the name of the quest wrong). But yeah, I sit on the small round stool and click wait for River..& hey over here comes to talk, shower, stands by the window while I sit on the window ledge....then later after a boogie.. sleep when its late, wake up to coffee & a cupcake left by him! The dialogue throughout these ' dates' is the same & limited, but at least the effort of romancing his @ss made it possible to know he's around still. He's phoned me since telling me about his PI career..I chose a sweet name for his agency....
Alas ive just spoken to him for the last time! As in the next 2 hours or less I sided with Haniko & will have to take on Adam smasher! It doesn't bode well....

For anyone else running into the same bug — here's what worked for me:
I did a quicksave right before entering the trailer (literally while standing just outside), then loaded it immediately. That seemed to fix the scene not triggering properly. If that doesn’t help, try fast-traveling back to V’s apartment, sleep for a full day (or skip time manually), and then return to the trailer. That reset things for me once when it got stuck in a similar way.
Sometimes the quest marker acts weird if you approached the location from a strange angle or skipped time too early. Just in case, avoid using the "Wait" option inside the trailer before the quest officially updates — that might be what's causing it to soft-lock.
Hope that helps someone else avoid the same headache. This questline's too good to miss out on.
