its not, boats do 4damage, so +3 on a silver card its standard,
also axemen dont use this just scoia control and she is terible now, cant align scorch

Warship = 7 (base) + 4 (effect) + 4/Axeman = 15/Axeman
New Myrgtabrakke = 7 (base) +7 (effect) + 7 /Axemen = 21/Axeman

The difference is 6, not 3, and it gets better the more Axemen are in play. Axemen might not use this right now, but make this change and I'll practically guarantee they'll make space for it.
