Flying Camera Teleport PC

Hello together,

I want to know, how to use this teleport option of the free/flying camera on PC.
I saw Videos in the Internet, where you can fly with the camera and can teleport to the location where the camera is. I want to use this, cause I found a letter in Beauclair behind a wall and I cannot reach it.

In some Videos I only saw the Console Edition of this teleport. I already have the option to use the flying camera, and have access to the extended console comands.
Can someone please help me?

when using a controller you have to press "x" or "square". dont know about keyboard
