fps capped lower and lower the longer I play

For some reason, my fps gets capped lower and lower the longer I play. It will be capped at 90, then 70, then 65, 55, and lowest was 30. No matter what settings you use, you will not be able to get over this fps cap. Also, moving the camera seems to drop fps. Only fix right now is restarting the game every now and then, but I'm still not getting the performance I should. Out of all the bugs I have experienced, this is the most game breaking for me.

1660 super (overclocked)
i5 9400
16gb 3200 (2666 because of cpu)
m.2 ssd

Most of the performance degradation that I experienced was during long sessions or after particular eventful missions. Restarting did the trick for me. I have not (yet) encountered persistent performance issues, nor could I reproduce some of my own.
