FPS drop/graphic artifact when using zoom in scope

First issue is that when I use a big zoom in scope like on a sniper rifle my FPS drops horribly for a second, when I'm done with the scope it leaves a line artifact around the gun, here's a pic, a put a red circle around the artifact that moves with the gun after using the scope

Also, when I go to stats and select health it says my in & out of combat RAM regeneration is 0 despite having an OS with 9 regen, and a point in the Biosynergy perk that adds 4 RAM per 60s in combat.
