FPS drops most of the time.

I got an i5 2500 @3.3 and a 970. I am getting annoying fps drops all the time especially in cities. (From 60 to 52 and then back on) Tried everything from tweaking my settings to monitoring my cpu and gpu. Nothing was strange i think. I got all the latest drivers and updated. I use v-sync and cap my fps to 60. Turning it off maked my game experience even worse. Any fixes?

I noticed the same thing with my 970 after patch 1.04. Try this.

Navigate to C:\Users\YourUserName\Documents\The Witcher 3\user.settings.ini
Find "TextureMipBias=-1" and change it to "TextureMipBias=0"
save it.
