FPS is around 50-60 no matter the settings. RTX 3090 - Extremely weird

After the 1.03 patch I my fps dropped from around 100 to a stable 50-60. No matter the settings or resolution. Going from 720p low to 4k ultra. Only thing that changes the fps is DLSS setting +\- 7 frames.

Found few exact issues posted on reddit. This case is quite common it seems.

According to a reviewer on the 'tube the 3090 won't yield more than somewhere around 55% output currently in CP2077. You'll probably have to wait for either game-patches, nvidia drivers or both for the 3090 to show it's mettle.
 
Noticed the same thing but I'm on 1.04. Ryzen 5 5600X, ROG X570E, 32GB, RTX 3080 @ 1080/144 G-Sync C.

Doesn't matter what settings I pick it always settles around 60fps. Turned off DLSS completely as it makes almost no difference for me as of 1.03.

My guess is they haven't done the Next Gen Console optimization yet and that means they probably also haven't done the PC optimization yet.

Maybe in your case they seemed to have implemented some extra FPS locks?

I run at 1080p with max settings and I get a stable 60 fps (game is usually locked at 60fps). CPU usage at 60% and GPU at 30% (These are the details I get from NZXT Cam software, might be wrong I don't know).

Sounds like you have an FPS-limiter active somewhere
 
Got a 5600x with an RTX 3070. Always getting between 50-65fps in all settings (720p low - 1440 RT ultra).

All my 6 cores (12 threads) at 70-80%+ utilization.

Bottleneck must be something else. So far I think I've only seen people having this exact same issue with AMD cpu's, and considering that they compiled this game with Intel tools, it might be possible that something is not working as intended, creating a fake bottleneck.

No, I have some spike up to 70, but prior to the patch 1.03 i had 100-110 everywhere.

The guy in this thread has the same issue and he is running an intel.
 
What were the recommended specs targeting in terms of frame rate? Because I refuse to believe the ones they posted a few weeks before release.
