Free trial not available on the Playstation Store in Belgium

The free trial version is not available on the Playstation Store in Belgium. If I compare the store page of Cyberpunk 2077 to other regions the free trial button is available. If I try to add it to my library from another region I get an error because I have to get it from the Belgium store to add it to my account (because it is linked to this region).

Is it normal that it is not available in Belgium?
Is it something politcal or just a temporary technical issue?
