[GAME BREAKING BUG] B&W quest: La cage au fou

hi guys.
i have a show stopper here:

in the mission where i rigis is in a cage and i need to kill ghouls until his bloodlust is full i have a huge bug:
when i start the quest the bloodlust meter is already completely full and no matter how many ghouls i kill the cut scene that should trigger doesnt.

i tried reloading an older saved game. tried removing all my mods and reloading an older save game. nothing works.
i dont know how to get past this point.

any advises? ideas? any way to use a console commands mod to push the quest to the next phase?! anything?!

i can't progress through the game at all with this bug

The bug was caused by the debug console mod. i deleted the dsound.dll and the issue was gone.

Can you explain more about your setup?

1.) Any mods, or have you ever used any in the past? (Do you have the console mod, specifically?)

2.) GOG, Steam, or Origin?

3.) What steps have you already taken? If you've fiddled with the installation, please be as specific as you can.
