Game-breaking bug: Takemura won't call for "Play it safe"

Just like the title said, I'm currently stuck in the main questline because Takemura wont't call me because I need to "Pursue other leads or wait until Takemura is ready."

I have completed all other main quests and don't know what to do. I already checked the installation of the game. My last course of action would be to reinstall the game.

I have a similar issue although its that he wont call after me leaving the apartment in the mission playing for time.
