GAME BREAKING Stamina won't regenerate, No potions work, Meditating, leveling up does nothing. MAY CONTAIN SPOILERS?

I registered an account to post this as I have tried EVERYTHING!!
Everything was working perfectly before the most recent update (I had been playing for a while without having updated as my PS4 was not connected to the internet, was moving house, etc) I completed the Battle of Kaer Morhen and had arrived upon the beach with Ciri to fight with the Crones and Ilmareth, I saved immediately after the first cutscene and called it a night.
A week or so later I turned my PS4 on, having internet I updated my game and continued on. I noticed that during the fight with the Fiend after retrieving the coin from the bottom of the waterhole that my stamina wasn't regenerating and potions were not working. Every potion I used would not show up as having an effect or time limit, my supply would just deplete, no sound of drinking the potion, no visual indication of them being used. I went through every single potion in my inventory and drank them all without closing the inventory page and, well, nothing. Also upon immediately entering the meditate page the game would automatically replenish my potions without me clicking anything, it would happen just as soon as I opened the page.
I tried reloading my save, I tried reinstalling my game, nothing.
I ended up continuing on past the level (fighting everything on the easiest difficulty as I had no way to heal) and upon arriving back in novigrad I could Meditate normally but all the previously mentioned bugs were still happening. I tried doing the whirlwind fix, didn't work as I couldn't generate any stamina (I had never even acquired or used whirlwind before this point either)
There was also a FAQ I read with similar complaints which said that Ciri's health wasn't regenerating during the Crones fight, but during my playthrough her character was regenerating fine, I had no problems or bugs during that part playing as her, just as Geralt.
I also loaded a previous save which was approaching the isle of mists that seemed to be fine, but I really don't want to start back from there, I will if I have to but I really really don't want to.
Please help, this is the only bug I have ever encountered, the game has been basically perfect up until this point. Please please please, I can't play anymore! I don't want to start again. I was starting to think The Witcher 3 was one of the few games I was actually getting my moneys worth on, hm.
