I dislike level-scaling, so I agree.
To be honest, I'd rather see levels/leveling done away with entirely.
My anti-leveling rant:
As the game is, and how it deals w/ levels, it can feel a bit MMO-y:
- level-locked and/or level-scaled gear always annoyed me: removing levels would help issues like those complaining about this or that piece of gear being obtained late (e.g., Witcher school gear. like the recent Wolf gear being locked behind a certain location)
- 'zones' w/ opponents of different levels, esp. if they're identical to enemies from 'lower level zones' (e.g., wolves, bandits) can be 'immersion breaking'
I understand WHY levels are used: they're a clear way to indicate progression. Seeing that you're level 20 or 30 or 40 is readily understood, and leveling has been a standard mechanic for most RPGs for decades.
That said, I'd rather see more progression along the lines of Warhammer Fantasy Roleplay (I'm only really familiar w/ WFRP 1st ed., tho') than w/ the usual D&D-derived or typical-MMO-derived ones.
More emphasis on skills and abilities and gear-based progression, instead of increasing stuff like hit points, or level scaling, or the current issue w/ becoming overpowered/leveled for some content, esp. if the player is thorough.
Without levels, the gear you start with should, ideally, last you through the most of, if not the entire, game. Other gear should allow for considerable benefits, but shouldn't be as drastic as they are in the current game.
Implementing something like the removal of levels, via a mod or as an official option, would also, IMHO, better suit the setting. As I see it, the current progression mechanics is better suited for the typical High Fantasy stuff (heck, the amount of 'Legendary' gear you stumble on will probably put settings like the Forgotten Realms to shame :hrhr: )
I hope that all made sense...

(and, just to be clear, I loved the 160+ hours it took complete my first playthrough. I just think that the game could be much better in some regards
