Games pauses randomy for a split second and the screen goes blurry?

Recently been getting this issue (it happens mostly, if not exclusively in Novigrad, doing a lot of quests there and i've experienced it 1-3 times so far).
Basically the game pauses and the screen goes blurry for a split second (it looks like it's auto saving or loading or something of the sort).

Is this common? Should I be worried? It's not intrusive and happens very occasionally but i'm curious/slightly worried.

Its ok, you just move too fast and game has to stop to load stuff

Yeah it's common I'd say, but how often it happens depends on how fast your rig is and how much RAM it has. On my own machine, I usually have it only once and only if I'm riding towards Novigrad's town center, which is perhaps the most densely populated single area in the game . The screen pauses for about half a second and then it continues. I don't get that pause if I go through the area again, even if I exit the game and restart because the data is cached in system RAM. But if I reboot the PC, I can get it to happen again..

4930K, GTX 980 SLI FTW, 16GB DDR3 2133, Samsung 850 Pro..

I think the pause is due to the game loading A.I entities, and not textures, which means it would be related to RAM and not VRAM. Like I said above, the pause only happens when I approach the Novigrad main square, which happens to be very densely populated. I haven't seen it anywhere else..

And the fact that even after restarting the game the issue does not return. I have to reboot to make it come back.. So basically, upping your RAM MIGHT help to reduce the frequency and severity of the issue.

I only had this happend after I followed some tweaking guide that increased LOD and other stuff related to image quality.
All in all it has reduced pop-in for me a lot so I can live with the occasional freeze. It happens very rarely - like when I cover a large portion of the map on Roach at full gallop. Another time was when sprinting through Novigrad. That's also a case of requiring a lot of objects and textures.

Just thought you guys might want to know, but uninstalling and reinstalling Visual C++ 2012 fixed this problem for me. I haven't seen this happen at all since I did that, so I'm assuming it's related to Visual C++ 2012 being corrupt or something..
