Quest bugs out and randomly fails when trying to complete it. Also the quest just seems like poor design and at odds with Get Junior. Honestly it should really just be removed.

Another more complicated fix would be changing the quest. It should just be about making a deal with the dwarf to raid a random house separate to the others so that he'll back off and let you stealthily infiltrate the other places. Although in the end he doesn't hold up the bargain and raids the fighting pit anyway.

This is the quest where almost everyone fails, due to the fact it was designed. One wrong move and it will fail automatically. I was also able to complete this one after several tries however it became failed even all objectives are completed. It has no big impact on the Witcher 3 game though however if you are OCDC then it will really have an impact to you personally as a player. Still hoping CDPR will address these quests though some quests are not in 1.07 change log.

Once you have triggered the quest AND spoken to Cleaver, the only way to succeed is to let the dwarves storm at least one of the places. I did the arena "myself", then went to the casino, won the 1st Gwent round, then left and came back with the dwarves. Doing the casino alone would have failed "Gangs of Novigrad". It's tricky.

IF do you the two parts BEFORE speaking to Cleaver, the quest works too. (you will say that you already looted the two places)

I failed that quest miserably - I completed all the objectives by myself, tried to speak to Cleaver, but nothing happened (well, a quest advice showed: "consider Cleaver's offer" or something like that, but I couln't do it) and when I stormed Junior's hideout the quest finished. Well, I think it doesn't affect the story in any significant way, so... I'll try to finish it during my second playthrough
