This is no hacks or anything, just general system tweaks you can use to improve game performance in general, especially if your CPU isn't too strong.
NVIDIA control panel (no clue about AMD cards, since I don't use one)
- POWER MANAGEMENT MODE: Open the NVIDIA control panel (right click on Desktop and click it), choose "manage 3D Settings", scroll down to "Power management mode" and set it to "Prefer maximum performance". Don't close the panel just yet...
- V-SYNC VIA DRIVER: Still in the panel and 3D settings, change to the tab "Program Settings" and choose Cyberpunk2077 (it should appear if you have it installed, otherwise choose "add" and look for the exe). Now scroll down to "Vertical sync" and set it to "on". Toggle V-sync in the game's video options off. THIS WILL NOT NECESSARILY HELP WITH PERFORMANCE... but I noticed that NVIDIA's v-sync is a lot better than the one the game provides... actually, many games. I always use it.

- SET PRIORITY TO HIGH: When ingame, alt-tab out of the game, rightclick the taskbar and open the task manager. Go to the "details" tab. Look for the Cyberpunk2077.exe and rightclick it. Choose "set priority" and set it to "high" (do NOT set it to realtime. Nothing would explode, but I guess Windows might freeze.) Especially for weaker CPUs this can be quite literally a gamechanger going from "choppy and meh" to "playable" for some games (Assassin's Creed Origins and my old i5, I'm looking at you.)
-- WIN10 POWER MANAGEMENT: Open the Start menu, go to settings (cog)/System/power and sleep/additional power settings (under Related Settings.) Choose the high performance plan and "change plan settings" then "change advanced power settings" and Processor power management. if not already set, set the Minimum and Maximum Processor state to 100%. This might make your CPU produce more heat, so be sure your case is cooled well. Modern CPUs won't melt down due to heat, but throttle down before they reach critical temps, which in turn lowers game performance.
Hope that helps a bit for those who struggle with performance on PC. With any game, actually.
