How do I get naked in photomode? I take everything off but i get a pair of pants put on. I wana swing it about and i am 100% nude in the inventory what gives?
i've read on reddit that according to some USA laws showing flaccid pp is ok but showing V is a nono and a product will immideately get like porn age restriction from rating agency.

If I recall, Agony had full 'V' (lol) as well as a fair amount of D.
I wrote about this in another thread too but, I think this might be a bug. I'm on ps4. Last night, I was able to go into photo mode and see V fully nude. It was some time after the mission where you go to your apartment for the first time.
Today, I noticed V always has underwear on outside of the inventory screen. You can remove all of your clothes (nudity turned on btw) and in first person or photo mode V always has underwear on all of the sudden now.
I mean.... I hope this is a bug. I don't care about running around naked in a video game too much, but I do care about censoring a game that wasn't supposed to be censored.

Since I don't see this posted anywhere/much on the CDPR forums I will spam this info into all nudity-related threads to raise attention to the devs.
This is definitely a bug with a 100% reproduction rate (at least on PC which is my platform of choice). Steps to trigger full nudity:
1. [Obvious] Nude censor must be off and character must have been created with the genitals option
2. Open inventory, open "Lower body", and spam pants on/off until A) Character appears bottomless in inventory; B) Pants appear to be equipped in the lower body slot. This will trigger bottomless first person view including car/bike view (that also works in photomode), but will not appear in mirrors or in the regular (non-vehicular) photomode view.
3. To enable full nudity, start a dialogue with another character. While the dialogue is ongoing, go to inventory, and unequip the pants that are still shown as equipped. This will now show V in their full naked glory in the first person view, mirrors and in the photomode.
4. [Note] This will only work in your current playtime (game restart will revert all the changes), also picking up other clothes OR finishing a quest in my experience have also reverted my character back to wearing their underwear.

uh... is it just me or is that way too many steps to get naked.

step 2- enjoy being naked.. lol.
I mean, it's definitely less time-consuming than reinstalling or restarting the playthrough, some people are doing just that to see their private bits un-privated. A dev-side fix would be preferable though.

I found a way to circumvent the bug but just for photo mode.
After doing step 1, spam equipping the pants, go into your stash and deposit your pants.. You should still be a Ken doll in first person, but when you go into photo mode, you'll be fully nude.

Doing all these steps just to circumvent this bug is too much. I hope the devs fix this in the next patch.
