Gifting the game to a friend

Hello, I have a problem with buying your game on Steam. I wanted to buy Witcher 3 on Steam as a gift for a friend, but that option is currently disabled.
Is that because people were buying cheap versions of the game from other regions? If yes, wouldn't it be easier to enable region locking that is present in many games in, for example, Russia or Ukraine?
Is there a chance that this issue will be resolved before the release of the game?

i think that is disabled because i think acounts where hacket just to buy the game gift it away and the resel them again with stolen credit carts to fight that gifting is disabled .. but you can alway's buy a steam walled card gift for a friend at gamestop =P

What can I say, this is disappointing.
Gifting was locked for a week or more and it wasn't unlocked after the release of the game.
It seems that CDProjekt doesn't really want my money
