Got to the final part of the quest where I have to wait for 'Dakotas Guy'.
He was a no show. I've skipped time 3 times, reloaded the game, nothing.
First quest bug I've encountered after 70 hours.

I had to reload my save before getting to the guy, you have to be near your car for ''Press X to wait''.

 

[BrutalAnimosity]

If you leave him there and drive off to the next mission it will resolve. Dakota gets mad but it still ends.
