Graphics Glitch

So, I've had this glitch for a while now, and cannot for the life of me figure out how to rectify it. I'm out of ideas at this point.

When I have the texture quality set to HIGH or ULTRA it produces this weird sheen on the ground. It goes away when I have it set to LOW or MEDIUM.

I'm running WIN 10, with an Intel 4790K, and a GTX 980 ACX 2.0. All drivers are up to date. Any and all help would be greatly appreciated!

Looks like an issue with shaders.

1.) Are you using any mods, or have you ever used any in the past?

2.) Are you using any overclocking (GPU, CPU, RAM, etc.)?

3.) Do a verify / repair thorugh GOG / Steam / Origin.

4.) Try rolling back your drivers. Download the Nvidia Reference Drivers and use the CLEAN installation option.
