Graphics settings do not affect FPS

Hello dear community,
I come to you with the following issue: Graphics settings do not affect FPS.
I have 24 inches 1080p monitor, Ryzen 5 5600X CPU, 16GB@2666 MHz DDR4 RAM, RTX 3070 Ti GPU. OS Windows 11 22H2, NVIDIA driver version 522.25.
I get less or equal 60 FPS regardless of graphics settings. But never over than 60 FPS.
Enable or disable RTX, enable or disable DLSS, lower or higher graphics quality does not affect FPS.
Оf course, I get less than 60 FPS if I turn off DLSS and turn on RTX. This is expected.
But always not over 60 FPS even when RTX is off and DLSS is on, with low graphics settings. This is unexpected.
In the interface menu (escape key), in the map or skills interface also not over than 60 FPS.
V-sync is off.
 
Since patch 1.6 its seems CDRP change many thing on setting graphics , game setting

1) first setp
when you want optimized your setting , do not follow :
- optimized setting made at launch by digital fundry , its all become irrevelant
- there's plenty guide on web or vids , but 80% 're all dated , not update on patch 1.6

2) understand how graphc setting works on this game
to resume some setting seems to be linked , that'll impact how the engine render , CPU task , GPU task or both . lower setting in few case can worst for fps , but better for lantency framerate or streaming level issues

( more you get hight def render , more you 'll perform on DLSS, IA dlss need good raw date to perform )

3) to know optimized setting on Geforce experience , give on 1080p resolution , setting that keep GPU and CPU on normal state ( avoid latency , CPU 100% temp , GPU overheating issues ..) at 45 fps with the best looking ( like as maxt target render ) .
this may be the best basis to tweak setting after in game .

what's work for my config ; Laptop i7 10750h RTX 2060 mobile 16 Go DDR4 2933Mhz SSD nvme 1080p
first i take hight setting in-game
then i change
1) distant shadow : Low ( distance i can see shadow )
2) Cascade shadow : Medium ( details on cascade shadow )
3) Volumetric cloud : medium
4) SRR : spycho
5) Volumetric fog : Ultra
6) decal quality : Ultra

Dlss : Quality , sharpeness 0.65

FOV : 85
contact shadow : on

quality texture : hight
Cap FPS : 90

ray tracing enable , getting above 40/60 fps on fight , but usually i get above 55/70 fps ( Light medium i lost 5 fps and for reflexion i lost 5/8 fps , i only atcive those setting to take photo or cutscene , dialogue main quest)

i use ILSC tools to manage RAM issues
Nvia panel on hight performance for the game
turn off my windows defender when running the game
turn off all overlay GoG app , Nvdia

that's works for me , but its mostly not for you
player need to spend time to check what setting impact their own config . i know that can be boring ( feeling of wasting time ) but when you get it , its like you discover a new game !)

be aware , some RT setting change how basic graphic setting 're managed by the game
for example in my case if i enable RT reflexion , i need to keep SSR on sphyco to perform better

with DLSS enable
need to keep AO on Hight , same for Color setting ( in that's way , its my GPU working , if i peack Medium setting , its My CPU )

to be fair Cyberpunk its the most unfriendly game for managing setting in-game , even there's a tools tips on what setting do we don't know how setting 'll intereact on each other and how its managed by our RAM , CPU , GPU , SSD ..Oo
take me almost one week to get my setting , how i want the game look and fluidity ,latence in game .
 
Hows the Gpu usage? Cpu usage?
GPU usage ~85%, GPU power consumption ~65%, CPU usage ~66%

Does the Gpu usage increase with higher settings but you loose fps? Otherwise it seems your either Cpu bottlenecked or something else is locking the fps too 60. Nvidia drivers or perhaps some overlay? Power usage under 100% seems kinda suspicious tbh..
