Graphics tweaks launcher - where?

Hi

Forgive my lazyness but I did search for it. There was a graphics tweak launcher program that someone made for TW2 and I was wondering where it could be found. It was good because it was GUI for many config settings people like to use but aren't included in the vanila settings.
