Ew, that statement still stings when I think about it. The consoles having an advantage for having closed specs is true but that big of a needed difference to get a tie is a bit nuts. A 770 and I7 should run circles around the parts in a console, while in this situation you need it just to get the same experience. I can not call that well optimized in the slightest on the pc side.

He also said this in another interview (A long time ago though), "So, the difference, even if new [graphics] cards are released [for PCs], will be negligible for some time or consoles might even surpass PCs."..
As a general statement: Badowski & Iwinski aren't developers directly working on the game, they are CEO's. They call the big business shots, like whether to delay the game or not, whether to have DRM etc, they drive the direction of the company. However they are the last people I'd expect to know the finer details about technical stuff, be it in general or even their own games. Considering the kind of statements they've tried to make over the last couple of years (There was an article where Iwinski tried to call out resolution as not being a big deal - there's more context to it than that but it was still rubbish), there's enough evidence to point to that.
It's cool that the two of them still try to get involved with the games CDPR makes. I really do support their enthusiasm and whenever they talk they seem like really cool down to earth joe's, but ultimately interviews with them should only be about the company in general, their past, future and whatnot (The IGN interview recently was very good actually) and they should be kept away from everything else. Kind of like Greg & Ray from BioWare, they took the back seat and BioWare flourished for many years (Until a combination of EA & much of BioWare's developer talent leaving occured).
