If you still have the stuttering caused by frame rate fluctuation, set frames to render ahead by the CPU to 1 in your nvidia control panel, that totally solved the stuttering for me and many others.
Now i dont need locked FPS to have a smooth experience, and i can play with on MSI 970 at 1350p with DSR, everything on Ultra except Hairworks off and foliage distance to high.
my FPS in the wilderness is usually around 55 (48 with SweetFX), and when in a town or during storm or pre-storms with a lot of wind, it gets to a minimum of 30, but still very smooth.
With the stuttering even 40 fps was unacceptable, now 30 feels even better than 50 before.
