Yeah I was just about to post that. You can tell if you try animations slowly and turn in different animations. It's as if the mesh used for collisions changes abruptly at the end of animations. On Roach seems to be the worst. There is actually a point in a quest that you can force bug the game to make this worse and you can literally see the camera position being jerked because of a new animation.
I also think it doesn't have anything to do with FPS or frametime, since it always happen no matter WHERE you are in the game. It also can't be a streaming problem, since it happen, when you are slow, but not when you are fast.
