Guys the PC version of The Witcher 3: Wild Hunt on PC is not downgraded at all.
So I got some information for you guys.
Someone posted this in the Bethesda Softworks forums. I do not have a lint to the website article since it was just a quote.
Here is what it says.
The Witcher 3 Developers Promise Textures Are The Same from 2013
With The Witcher 3: Wild Hunt just a three days away, the game’s developers are treating the fans with more information and responding to concerns.
Quest Desiger Philipp Weber clarified once and for all the question on whether textures were changed from the initial footage shown in 2013, and the short answer is simple: nope.

We never switched the textures. On pc, you now have the option to activate “Ultra” quality textures with the full resolution.
However, the difference that many people see with new and old footage was a strong sharpening filter in 2013 that looks awesome on screenshots and in short videos,
but strains the eyes after a short while if there is a lot of movement (leaves and grass swaying in the wind as an example).
That’s why it was decided to tone that effect down. However, people who really want to have it can of course use the Redkit to change the environment settings. It’s just a matter of taste. ; )

Everything from the VGX 2013 YouTube video is in The PC version of The Witcher 3: Wild Hunt. Maybe some stuff is disabled for optimizations, but they will be re-enabled either by CD Projekt RED or through the .ini files and XML files that apparently have been shown off on neogaf.com.
Also the PC version of The Witcher 3: Wild Hunt will be getting official mod tools support from CD Projekt RED.
CD Projekt RED is not Ubisoft. Please have respect for CD Projekt RED. They have been developing The Witcher 3: Wild Hunt for 3 years and it's potential as well as REDengine 3 will be shown to the public in the coming months and years.
