1.) Where did you buy the game (GOG / Steam / Origin), and what version (Standalone TW3 + HoS + B&W + 16 Free DLC, or the GOTY Edition)?
2.) Can you confirm that a.) the base game, b.) the two expansions, and c.) all 16 DLC are installed?
3.) Explain your installation process. Did you manually install anything after the initial installation was complete?
4.) When did the problem first appear? Can you remember when and where you were in the game when it happened?
Most likely, there are files that are corrupt / missing / not correctly installed. If that's not the case, then it likely boils down to a very odd issue with your system config (drivers, Windows Security, etc.) That'll be much more fun to sort out.
