Has Cyberpunk 77 Multiplayer been completely 86'd?

"Cyberpunk" the Franchise is 100% getting multiplayer at some point (at least based on what they've said) but "Cyberpunk 2077" the game is almost 100% certainly not, at least nothing like what was originally planned. They haven't used the words dead or canceled but based on what they've said they used very PR friendly terms to says its canceled on Red Engine without saying it.

The wither 4 is probably going to be the first multiplayer thing they do at this point because it's their first UE 5 game. Whatever the Molases Flood is working on might be multiplayer and will maybe hit the market first.... But the first big AAA multiplayer thing at this point is probably the Witcher 4 and then either a Standalone CP thing or the CP sequel.

Legends was first released on October 16th 2020 and then released as a standalone product on September 3rd 2021 with the release of the game's director's cut.

It never was "It's own game". It was fully built as an add-on to the base game, that required the base game, and then separated into it's own entity.

That is entirely different from what CDPR will have to do with MP within the Cyberpunk franchise using UE. Regardless of it being standalone or not. It will require building from the ground up in UE. It's a massive undertaking and it is in no way comparable to Legends.
