I've tested it many times.

The unit is a 3 base power with 2 damage, you heal it to his max points. It works.

Do the same in a unit with 5 points damaged to 1 and the unit will be healed to 5. Is heal, not a 4 points buff.

The description specifies that it is "up to its base power" that means that excess healing does not apply above base power.
If the healing fails to reach base power, only the specified number will be restored.
