HDR sets an incorrect Tonemapping curve on LG OLEDs

Windows 10 and 11 affected.
HDR10 PQ and scRGB both cause the clipping point of the TVs Internal tonemapper (Dynamic Tonemapping set to ON or OFF) to clip at 500-600ish nits instead of the expected 4000nits.

Only way to fix this is to open an application that sends HDR Metadata to the display, VLC works

This is an entirely different issue than the blackfloor being set incorrectly, which I have to assume is an intentional decision and removing replacing the LUT used "fixes" that issue.
