Health Regen issue, off/on

See a lot of threads from the past about this, so it appears it's still kind of a problem. I have it work sometimes, and then other times it doesn't work at all. I mostly notice it not working outside of combat. I don't have any health regen perks, but I do have the +50 health regen mod. Saw it fire a few times, and other times it gets stuck and nothing.

If you have no mods running in your game when this occurs, consider to forward this apparent issue to Support.
