Hello! Since I am new, can anyone recommend which of the two parts to start with first?

"Blood and Wine" or "Hearts of Stone" ?

Hearts of Stone first, then Blood and Wine. The expansions were released in that order and in makes most sense to play it like that. But I wouldn‘t dive into the expansions too early. If you are level 30+ you can definitely give it a try.

I can second that diving into Blood and Wine too early is a really bad idea. A baaad idea. A very painful, still somewhat striking, but overall regret-ridden idea.

you can do Hearts of Stones early and unlock the Rune Merchant

Yup, HoS first. B&W is set in a separate area nowhere near Temeria and is many days' travel away.
