ive tried evrrything from reinstalling verifying game files to deleting mods i think its the game or sumpin ive trtied a new game too and nuffing works plz help

Moved to mod discussions. It's almost assuredly mod-related, and if you've removed all mods, it's likely in your save state.
In general, adding new mods is fine, but removing mods is a bad idea. Once you save your game with certain mods installed, that save file can become dependent on that particular setup of mods. If you pull them out, it can leave "holes" in the data that can create all sorts of weirdness.
1.) If you're far along in the game, I would recommend backing up your saves and trying to put all the mods back to the way they were, then trying to ask around in the mod discussions board for someone to look at your list and see if there are any likely culprits.
2.) If that doesn't work, remove all mods and do a verify / repair through GOG / Steam / Origin.
3.) If you're able to easily restart, then doing so is the best bet. Back up a save or two, delete the game, mods, and any mod managers you may be using, then reinstall the game to a new directory path. Be sure it's on the root of your drive in a folder of your creation. For example:
C:\MyRPGgames\The Witcher 3\...
That should ensure everything is back to vanilla. You can then try to load one of the backup saves. If the problem persists, you can be 100% sure it's in the save state.
If you're very far along, you may just have to deal with it for the rest of that playthrough.
