Playing the PS4 version of the game and I found the hidden Highwayman side quest, after consulting the wiki to find the spots I was supposed to go and completing most of it. I ran into a red light when I got to the garage where the motorcycle that was supposed to be my reward for completing the quest, only the game won't let me interact with the number pad, instead labelled it "not authorized" and my attempts to press the numbers on the keypad were only met with my UI showing the caption "FAILED". It's like the game wasn't aware I completed all the prior objectives on that quest.
