Hologram Billboards

I dont know if its some kind of bug but, after the mission Lightning Breaks with Panam, the iconic hologram billboards over the city arent there... It has nothing to do with graphic setting, I have everything on High throughout the game without changing anything... I want it for photomode photos, but now its gone. I am in Act 3 and nothing. I know it has something to do with electricity explosion in that mission, but its been a while since that mission

(or if the bug still there, only after completing "The Hunt" after watching Harris BD to find his hideout).
