Are there any good cards in Skelliege that can counter hostile full row effects?

The card 'Scout' can clear row effects (weather, Dragon's Dream, etc.), but nobody plays it.

But technically speaking, it's neutral, not Skelliege.

It's a 4 Point 5 Prov. Card and It's only good against 'weather'. Nobody played weather before, so this card was not used. It's better now, with Avallach in many decks, but I don't think, It's worth running Scout only to counter Avallach.

No, it won't. Blood Moon is not on your side. But you can 'overwrite' it with another row effects.
