how do i get my haggling up?

I noticed there is persuasion, intimidation etc and I have all them up to lev 3 by end of chap 1 but I my haggling is still default lev 1. Do you axii a merchant or something? I haven't seen any chances in chap 1 to upgrade it.

Only the persuasive attributes (Axii Sign Hex, Intimidate, Persuasion) have three levels.

The others (including Haggling) have only one level. So you already have all the bonus you'll get for it.
