How do I get the in game mod menu?

I have noticed that some mods require tweaking via an in game mod menu (Brutal Blood etc) - However I have never seen this menu or have no idea how to make it appear.

Probably a noob question but how do I get this menu? I think its needed for quite a few mods but cant see anywhere online about how to actually get it to appear

The mod menu is an .xml file that's usually packed with the mod itself. In some cases you need to download it separately from the mod's page.

Placing the file in [path to Witcher 3]\bin\config\r4game\user_config_matrix\pc will make it appear in the game's menu.

With Brutal Blood the .xml is packaged with the mod, so all you need to do is unpack it to the path location above.
