The options for upgrades will come as you progress, and gather more resources. Your army size can be increased with an upgrade to Soldiers' Quarters in the Command Tent tree.
The tent upgrades get unlocked as you progress the game.
The 125 provisions at the start of the game get increased by some of the above mentioned upgrades and are eventually getting very high.
