How is it possible that Aard's 'Shock Wave' still does not scale with intensity?

I have not been on the forums for a while, but now I finally bought both expansion packs and started playing again with 1.3. I saw many bugs fixed and abilities balanced, however aards last skill is still utterly useless.
How can this have slipped by the devs? 200 damage in endgame is not even worth the talk, this is just plain madness. This really makes me angry, is there any dev answer on why they did not fix it yet? Another bug is that the telekinetic damage is shown as 0 in Geralt's stats sheet.
