In Cyberpunk, IMO, a character needs (when fully packed, ready to go) at least one handgun (or light smg), an assault rifle (or sub-machine gun, or shotgun, something more "powerfull" than usual 9mm), a close-combat/melee weapon (knives, rippers, etc...), a few different types of ammo for each guns, differents types of grenades (but I'd put this in equipment more than "primal weapon") and that's it.
With this you can counter almost any situation. Then, there are the "extra weapon" you'll need sometimes, but you don't need to walk around with your rocket launcher sticked on your back, it's quite a bad idea actually, you'll go get it when you need it.
The things who really makes the difference are all the gadgets, the equipments you have and how well prepared you are (having enought ammos, etc..) , more than how many guns you can carry (you only have two hands, it won't help much)
There should have a lot of guns, equipments, etc...
So players can make their own "toolkit", like this one gun is good for one thing, and this one is better for something else, or just about how it handles or it's options, player's choice (and weapon's stat, but there should be a shitload of different guns for every category, like in the pnp)
