dwarves are usefull to Nilfgaard too, they sell them minerals, in one chapter Zoltan or Yarpen talks about it. From that map you can clearly see Emhyr is not messing with non-humans (Brokilon (dryads), Mahakam (dwarves/gnomes) and Dol Blathanna (elves - I didn't mark it but it's the blue area to the south east of Aedirn)).
Exactly. There is no reason for Nilfgaard to antagonize non-humans. Non-humans already want to be free from the Northern yoke (Foltest screwed Mahakam, for example), and will be ready to cooperate or at least remain neutral if they are promised to become autonomous states under Nilfgaard protection. Why would any ruler want to aggravate the dwarves, for example? They work in the mines, they make steel, they make the best weapons and equipment on the continent. Just let them live their lives and do what they do best - work. The empire will only benefit from it.Well, they're dwarves.
